Generate geos-commit mails from git hooks rather than SVN hooks

So this looks like being the last thing to do before we can switch GEOS code to GIT. But I realize how to do this depends on where the GIT repository will reside. If it'll be managed by Gogs/Gitea then hooks should also need to be managed that way, otherwise it'll need to be done manually. In any case it's useful to have an OSGeo wide hook to send commit mails from git hooks, so I think that's what this ticket is about...

I've manually installed a post-receive hook for the GEOS repo, we'll know on next commit if and how well it works. Does anyone have pending changes ?

Email works great, I've removed the mail send from SVN hook so this can be closed.
