Options:
 * integrate ebxml in the current geonetwork webapp
 * make a seperate webapp for the ebxml project

We have chosen for the first option for the first 5 weeks. This allows us to not to interfere too much with the existing GN logic. Security might be a reason eventually to move the logic back into GN.
