TimePeriod ID prevents validation

Description

The gml:id for Extent -> TimePeriod in 19139 is not populated by the system and does not provide the user the ability to enter an ID. The result is to preform a submit of a record based on the template the user must remove the extebt element or use the XML view to add an id.

A simple fix would an arbitary ID be populated through the template or render an input field for that record.
