Improve harvesting configuration

Description

Currently harvesting configuration is in Settings table (with its tree structure).

It could be nice at least to split settings and harvester configuration in 2 separate tables.

Pros:

  • it will be easier to do SQL update scripts for settings
  • harvesting conf could be dumped and reload into a new node
