PHP is not currently properly supported by GDAL/OGR.

There are php bindings in gdal/swig/php but they are not maintained, and are not believed to be useful or functional.

There is also a seperately maintained set of PHP OGR bindings available from maptools.org. The ​MS4W builds include php_ogr, and there is also ​online documentation available.
