Description

I added some support for low level XML processing (for example catching
and re-throwing SAX warnings and errors; following the xsi:schemaLocation
attribute; etc.)

I've attached a tar file with my last gml work.  Included in the tar file
is:

README_GML_WORK - discussion on our usage of OGR for GML / XML processing.
drv_gml.html - adjusted OGR documentation
gmlhandler.cpp - adjusted OGR code
gmlreaderp.h - adjusted OGR code
NEW_parsexsd.cpp - adjusted OGR code
ogrgmldatasource.cpp - adjusted OGR code
