Corrupt overviews if cache is to small

If the cache is too small when generating an overview the overview becomes corrupt. Either the .ovr file gets: * Too large, much larger than the original file, even if the same compression method is used as in the original. or * The .ovr is missing data for some tiles in the overviews, and the file is smaller than it should have been. Increasing the cache size seems to cure the problem. I tested this with a 29 MB .img file and a cache size of 100 KB and that doesn't work.

OK, I think this bug is fixed, (see #757), but since I don't have an easy way of reproducing the .ovr file version of the problem I can't be absolutely sure. I'm closing the bug on the presumption. Please re-open if the latest CVS version of GDAL+libtiff still exhibits the problem.

Apparently I neglected to close this when I said I would. I would note that #1758 and a few other recent fixes related to "in place writing" of tiles may also have helped for this problem.
