IRC #gdal channel topic still points to dead buildbot url

Better update the channel topic, or push harder to get buildbot resurrected (see osgeo:#1214)

Jeff, apparently you must have the rights to change the mesage of #gdal. Could you remove the mention to buildbot ? And the link to the logs of the channel is now http://irclogs.geoapt.com/gdal/

This is tricky. Even though I may have set the IRC "topic", often it is the case that that day (back in 2009 wow) I would ask someone in the channel who actually has "op" (operator) status for that #gdal channel, to give me permissions that day; then I change the topic. But then years later I get asked to do the same thing, but I am in fact not the channel "op" - this is exactly the case for the #mapserver channel. You can see the "ops" for #mapserver with the command:
/msg chanserv access #mapserver list
Which gives a list of ops:

Notice how "jmckenna" is not an "op". That means, that every year or so I get asked to change the topic in #mapserver but in fact I have no privileges; so then I ask around in the channel and someone grants my nick the permissions to change topic, for that day. But then years later I get asked again and I still don't have permissions...see the cycle? :)
In the case of #gdal we can check who is an "op" with this command:
/msg chanserv access #gdal list
However the response is:
#gdal is not registered.
We would think that the #gdal channel is registered (?). Then I try to register the #gdal channel with this command:
/msg chanserv REGISTER #gdal FOSS4G4LIFE "GDAL (Geospatial Data Abstraction Library) discussions"
The response is:
You must be a channel operator in #gdal in order to register it.
So my short story is: I have no idea :)

So it looks like it take to get everyone *out* of the channel and then the first coming back in would be op, and able to register.
Or we could ask a freenode admin to grant ownership on trust.

AFAIK, no one ever had ops on #gdal. We tried to organize everyone leaving once so we could recreate the channel, but we were unsuccessful. That had to be like 10 years ago though. I think the channel was created in like 2002.
Everyone will have to leave the channel for it to be recreated. IIRC, there wasn't a way for the Freenet ops to override it either.

Then another way would be registering a new channel (for example #osgeo-gdal) and move there.
Besides, I think Freenode has support for #<organization>-<argument> channels, that is, as long as #osgeo is registered (which is) any #osgeo-<channel> would be contollable by the same ops

Thanks to jmckenna, a Freenode administrator made myself op of the channel. I've also added hobu and jmckenna as op. jmckenna registered the channel.
