tigerpoly.py doesn't assign an SRS to the output shapefile

Description 

This has dire consequences when ogr2ogr is used to import the (multi)polygons
into PostGIS, although -a_srs "+proj=latlong +datum=WGS84" does function as a
workaround.

tigerpoly.py has been updated to attach a NAD83 coordinate system definition
to the output file.
