On windows, if OSGEO is not installed to: C:\OSGeo4W

and is instead installed to

C:\Program Files\My App\lib\OSGEO4w

It does not work. I assume (but have not proved) this is because the environment variables created by the ini scripts are not being properly quoted when used.
