GDAL Grib2 Driver: Add Product Discipline

Description

Hi,

It would be useful to have access to the product discipline of the grib2 message in the metaData (GRIB2, TABLE 0.0).

Metadata "GRIB_PDS_PDTN" and "GRIB_PDS_TEMPLATE_NUMBERS" depend on the product discipline, which is not available.

I believe this would be dataset level metadata. It'd be nice to have datasets that have disciplines other than meteorlogical products for testing, do you have any, or can you point me to some?
