georaster - JPEG quality not updated on metadata

Description

The compression option JPEG-F (JPEG-B was deprecated but still works for reading) has 75 as the default quality. Users could change quality with the create-option Quality but that doesn't seems to be happening. The metadata always have 75 as quality and the blob are the same size, doesn't matter what Quality is used.
