Description
See http://lists.osgeo.org/pipermail/gdal-dev/2012-January/thread.html#31529
The GML .xsd parser ignores encoding attribute in XML header and always assumes the content to be UTF-8. This should be fixed ultimately. For now, warning note added in r23785

I suppose this is not fixed ultimately yet, or is it?
