Request to bacport to branches 1.6 and 1.7 python binding improvements related to VRTRasterBand: see #3587, #3588, #3589.

Interested changesers are: r19412, r19741, r19814 and r19815.

I am not keen on modifying the C API in a stable branch, even just extending it as was done for the setunits functions. I would not be opposed to porting back some of the other changes.

I have backported r19814 and r19741 back to 1.7 tree as r19819 and r19820 respectively.

Backported these also into 1.6 (r19821, r19822).
