OSGEO4W GDAL/OGR SDE92 driver requires MSVC71D.dll

Description
The versions of ogr_SDE.dll and gdal_SDE.dll installed by the OSGEO4W installer have a depency on the debug version of MSVCRT. Calling any of the utilities (eg gdalinfo) results in a dialog box with the error "This application has failed to start because MSVC71D.dll was not found."
As a workaround I found overwriting the ogr_SDE and gdal_SDE dlls with those from http://download.osgeo.org/gdal/win32/1.5/gdalwin32sde150sdk92.zip fixed the problem.

osgeo4w doesn't ship 1.5 any longer

This should really be an osgeo4w bug. I will try to get to it, but I haven't built 1.5.x on windows in quite a while...
