rs2 driver does not support applying sigma/beta nought and gamma LUTs

Description
The RADARSAT-2 driver currently does not support applying the provided calibration LUTs to the image. It should be possible to select a subdataset from the rs2 driver that will apply to the raster data, as it is read, the values from that LUT.
As well, SSG/SPG (geocoded) products should not have LUTs applied. All relevant information is available in the product.xml file, as to where the LUTs are, as well as if the format should have the provided LUT applied.
