OGR Interlis: ring polygons of type surface broken

Description

Ring polygons of the interlis geometry type SURFACE are not drawn properly. Instead of one ring polygon with eg one hole you get 2 polygons, the outer polygon without hole and the polygon of the hole shape separately.
