It would be quite useful for packagers having a splitting of the two paths instead of supporting --with-ecw and the traditional single dir approach.
FHS in Linux for instance would require installing header files under /usr/include/ecw and libraries under /usr/lib.
Indeed, ECW sdk should allow installation under an include suddir to avoid name collisions, but that can be done by packagers in any case.

I don't understand anything about this one but I hope that hobu or mloskot do. Is this some kind of issue still or was it fixed for GDAL 1.4 or just solved in some other ways during all these years which have passed by?

Newer ECW SDK have introduced fancier directory organization. The configure logic tries to autodetect this. Closing as wontfix/invalid.
