Move FDO .NET from old CLR syntax to the new CLR syntax

Description
FDO .NET still uses the old syntax, we should change the FDO .NET to use the new syntax. This will improve the API since and all destructors will be called. The changes will be in sandbox to allow users to test them.

- Removed all unnecessary implementations for method ReleaseUnmanagedObject
- Fixed some memory leaks
- Fixed some memory leaks in case of exceptions
- Added some sanity checks
- Avoid copying the geometries
- Other improvements
