PostGIS provider does not support Transaction correctly

From Bruno Scott (see #314):

As soon as we hit the check-out or the check-in features
command it crashes Autodesk Map 2008 (this append also
with Map 2009) I found that if we turn off the transaction
capability It works ok.

Transactions have been turned off with fix submitted in (r3904)

Further PostGIS Provider development has been routed to the PostgreSQL Provider. Advise using that provider.
