The following request had been made on the Meta CRS email distribution list:
Hi. What are the procedures to include missing Coordinate System in dictionaries and informations about convertions like shift grid files ?
Its necessary in the next release the inclusion of Coordinate System ETRS89 / Portugal TM06 ( http://spatialreference.org/ref/epsg/3763/) and the use of datum shift grid files for convertion:
from Datum 73 to ETRS89

During research, found that Lisbon 1937 was in a similar state so I did both datums. Added geodetic transformation definitions to reference .gsb files named D73_ETRS89_geo.gsb and DLX_ETRS89_geo.gsb for Datum73 and Lisbon37/b respectively as these files are referenced by EPSG. The grid files referenced in the track ticket are in the Portugal folder and the geodetic transformation dictionary can be adjusted to use them if you prefer. The submission produced revision 2699. Test case for Datum73 was taken from the user supplied discussion link.
